While evaluating TAR utilities to read old TAR archives (created on a
MASSCOMP UNIX system circa 1990), I noticed that the time for extracted
files varies by exactly a few hours depending on what TAR utility was
used.  I am guessing that this is due to some sort of time zone
difference.  If this is so, how do I set the desired time zone (for
example, Pacific time) for use with DJTAR.

What time value is stored in a TAR file (local time, GMT, ...?) and how
do I know what time is the "correct" time for these files?  To me,
"correct" time is the local time when the file was last saved.  Looking
back at my old .login and .cshrc files from the MASSCOMP, I don't see
anything that looks like a time zone setting.
