I presume you mean 3.9.x? The actual version numbers are 3.9.1, 3.9.2,
etc: I just use an x to represent that whole series of development
versions.

Yes, there are a lot of differences. If you are still using 3.0, that
is one whole generation behind the last major official release, which 
was 3.1, and added a lot of new features. Then there were a number of
bugfixes in the 3.11 maintenance release, and a massive reorganising
of the code for the current development versions (mostly related to
portability issues, but there are also a number of new features).

It depends. I fix bugs whenever I find them, but then add new features,
which often introduce new problems. You should use a recent version,
though, because that way you will be dealing with new and interesting
bugs that I want to know about and fix, rather than old boring ones
that I've already fixed :-)
