EGCS was originally a bit of a code fork of GCC. IIRC it was in reaction to the slow pace of GCC development; people wanted something that would move faster. So EGCS (Experimental GNU Compiler System) was begun, using the GCC source but speeding development along faster. They would contribute patches back to the standard GCC. Basically it was supposed to be a testbed for experimental features. These days the EGCS development model has proved so successful that EGCS is replacing GCC.
