FIPS doesn't work with FAT32X (Win98), or at least that's what a friend of mine
told me.

Maybe, but I would say that would then grandfather in all the limitations of
those file systems, such as no symbolic links, limits on # of clusters, etc.
Also, I would consider the possibility that Linux Ext2 might be less prone to
fragmentation. Probably not, but if anybody would be able to do that, the Linux
community may have pulled it off.
