Grrr... is in the docs! anyways:

Install the allegro.inf file in the %DJDIR%/info directory (just where the 
rest are), now go to the Help|Syntax Help|Files to search, press END, type a 
space and then type allegro, now press ENTER. And if you now press Ctrl+F1 
over the name of an allegro function you'll get help about it.
