It's called "security". :)  If you can access all of memory, you can do
all sorts of nasty stuff: read secret information from other programs,
crash the system, insert trojans, etc, etc.  Under MS-DOS and its
sibling Windows 9x we're used to this, but NT wisely disallows it.
