This alone is enough to violate the spirit of the GPL, since the *reason* you distribute the sources is so that the recipient can do what they want with them. Giving away sources with a restriction on how they're used doesn't seem like something DJGPP should be promoting. It also means that nobody can use free tools to create RAR files. This is also something I don't think we should be promoting.
