I think a good choice for a native and portable OS/2 GUI toolkit is V. V is available for: Windows 32 bits (16 bits was supported upto v1.16), Athena X, Motif X, OS/2 (v1.17 and an upgrade to 1.21 is in progress) and X GTK (in alpha).
