You can always find all the latests DJGPP stuff at
ftp://ftp.simtel.net/pub/simtelnet/gnu/djgpp/DIR with DIR being one of v2,
v2gnu, v2tk, v2apps, v2misc depending on what kind of package you are
loocking for.
Currently, for libgrx its in v2tk and the package is grx23.zip
