Are the readline include files in the include path? If not, add it with
-I to the CFLAGS in the makefile or something similar.

If this is not the problem, do you have all the readline-files? Is
there no rebuilding information in the gnu/cdecl-2.5/djgpp directory?
Give us more info about which file it misses.

BTW, why do you need to rebuild it? There is a binary distribution
also.
