I suspect there are some API calls that will allow a program to reboot the machine. Also, I had a program (years ago) that was 20bytes long and would reboot a computer. If you just put 0xCD,0x19 as the only 2 bytes in a file, call it "reboot.com", then it will reboot the machine using a 'quick' boot (before DOS 7). The 20 byte program I found would do a 'normal' boot under old DOS and Win31, I lost it before I got Win95, so I don't know if it would work.
