First of all, consider whether you really want to do this.  It could be
a lot of work, and prebuilt binaries *are* available.

Next, you probably want 2.8.1, which has several bugs fixed.

You *will* have to install gcc281b, because you can't build the compiler
from sources until you have a compiler to build them with. 
(Chicken-and-egg problem.)

I think GCC comes with a README file that discusses compiling it.  Look
in gnu/gcc-2.81.  However, if you don't have Windows 95, you are in for
even more work, since I think the build process is fairly dependent on
having long file names.
