Get v2gnu/pat25b.zip from one of the DJGPP FTP sites.

You don't need gzip, djtar.exe (already in your bin subdirectory) can
unzip and untar .tar.gz files on the fly.  But .tar.gz is probably a
source distribution, whereas the above pat25b.zip includes a
pre-compiled binary.
