The official DJGPP web site is http://www.delorie.com/djgpp/, but you
can't download DJGPP from there (the site is low-bandwidth).  The SimTel
network of ftp sites is the "official" download site for DJGPP, and it's
about as reliable as you can get.  The list of SimTel mirrors is
extensive and can be read in chapter 4.1 of the Frequently Asked
Questions list, which is available online.
