Probably not. It would be possible to build support for windows objects directly into djgpp, but why. RXNTDJ already does that, although with some licensing restriction (I think). You could try mingWin32 or cygwin32, two popular ports of gcc to win32. Ming32 is just cygwin but usable by somebody who isn't a super-genius.
