Windows 95 is perfectly capable of starting without config.sys or autoexec.bat files, as it loads all its own drivers internally and has default settings for PATH, etc. For a computer that has never had anything but Windows 95 installed, it's normal to have no autoexec.bat. As far as CD-ROM drivers go, you only need one loaded in DOS if you plan to run programs from MS-DOS mode.
