This syntax is only supported when a Unixy shell is installed.  Download 
and install the DJGPP port of Bash (v2gnu/bshNNNb.zip, where NNN is the 
version), put a line which says "SHELL = /bin/bash" or "SHELL = /bin/sh" 
at the beginning of your Makefile, and it will work.
