The zipfile may be corrupted.

 - Which SimTel mirror (or other site) did you download gpp2721b.zip
from?
 - If you used an ftp site, are you sure it transferred in binary mode
(as opposed to ascii)?
 - Have you tried running PKZIPFIX (part of the pkzip shareware package)
on the archive?

You may want to find a different SimTel mirror (the full list is
available in chapter 4.1 of the FAQ) and download from there instead.

As a final (last resort) alternative, you can download individual files
directly from DJ Delorie's web site
(http://www.delorie.com/djgpp/dl/ofc/).  This is likely to be a slow
process, however.
