Okay, I didn't think of that possibility. Then maybe just the stock
distributed GCC binary should have this feature, since in it the built-in
directories can be assumed not to be correct. Then when people recompile GCC
to their liking, it can be set up not to do this. (Like an #ifdef that only
the maintainers set...)

I'm just trying to think of ways to cut down on the flood of "Cannot find
stdio.h. What!?!" postings from people too lazy to read documentation.
