The Allegro game library reads Windows BMP, PCX, and True Vision Targa
(TGA), plays WAV files and a couple other sound formats, and comes
complete with source code.  You can get the latest version from the
author's home page at:

http://www.talula.demon.co.uk/allegro/

There are other DJGPP graphics libraries, but I don't use them so I
can't give you direct pointers to them.
