"info shell" works for me.  What did you type exactly, and what does
the sh-utils menu item in your info/dir file say?  Here's mine:

* Shell utilities: (sh-utils).          GNU shell utilities.

If you also type "info shell" and your sh-utils item looks the same,
it might be an LFN-related thing (if you work on Windows 95).  You
need to make sure you have a file called sh-utils.info (note the `s'
and the `.info' parts) in yoiur info/ directory.
