You need to change the way the UP: pointer is generated (by makedoc program, I think). But I'm not sure this is such a good reason to make this change. libc.inf is a reference, not a user guide, so the order is not important, IMHO. If you need a particular function, it's easier to get there via the full list, since you don't have to remember which category does it belong to.
