This clearly shows that your DJGPP environment variable is set 
incorrectly...

...and this explains it.  You need to say SET DJGPP=C:\DJGPP\DJGPP.ENV 
(note the .ENV extension!).

It's not laughable at all; posting the trace of gcc -v and the
autoexec.bat file will in most cases get your problems solved very 
efficiently.
