It's a Fast LEXical scanner. It allows you together with
bison to write parsers based on LR grammars. flex is the
part that cuts the input into tokens, i.e. it recognizes
keywords, numbers and such. 
It is in
SIMTELMIRROR/simtelnet/gnu/djgpp/v2gnu/flx254[bds].zip
