Does anyone know where to get > it? The single link I was able to follow led to some server error. That's not correct. SWORD is a DOS-based GUI which you can use to enhance your DJGPP programs. Developing Win32-Apps is not possible with it. You can download it from any SimTel-Mirror (where you probably got DJGPP from as well). It resides in the Toolkit-Directory (v2tk). If you want to develop Win32-Apps you should take a look at RSXNTDJ for instance. It's an extension for DJGPP which allows you to write Windows programs. But it's not the easiest way, believe me.
