I'm not sure the video hardware is the reason.  Does Info work for you
in 40-line mode?

Also, please post a full description of your hardware/software
configuration (environment, AUTOEXEC.BAT, CONFIG.SYS).  In particular,
please tell whether you are using CWSDPMI and whether you load any
TSRs/device drivers, such as DISPLAY.SYS or MODE.COM that change the
way your machine displays characters.
