Call int 0x10 with %ax=1003. Put a zero in %bx to enable 16 color mode,
and one to select blink mode. Eg:

   __dpmi_regs reg;
   reg.x.ax = 0x1003;
   reg.x.bx = 0;
   __dpmi_int(0x10, &reg);
