You probably missed to edit your \djgpp\djgpp.env file.

From the GPC installation instructions (you might have an older
version which does not yet contain this):

    Finally, add these lines to your \djgpp\djgpp.env file:

    [gpc-cpp]
    C_INCLUDE_PATH=%/>;C_INCLUDE_PATH%%DJDIR%/include

    [gpc]
    COMPILER_PATH=%/>;COMPILER_PATH%%DJDIR%/bin
    LIBRARY_PATH=%/>;LIBRARY_PATH%%DJDIR%/lib
