I assume you are using RSXNT (the NT port of EMX) along with RSX and
RSXWIN.
If that is the case then yes you can.  The following is taken straight out
of the RSXNT help file:

The compiler NT09C runs in the following environments:
	Win32 console (native under Win95 or WinNT)
	DOS with DPMI memory manager (with rsx extender)
	DOS Box of Win3.x and OS/2 (with rsx extender)
	Win 3.1 or 95 window (with rsxwin extender)

As you can see, you need to make a DOS compilation which will need RSX.EXE
along with the win 3.1 DPMI services.
(Or a DOS comilation which will need RSX.EXE along with CWSDPMI when
running the program in MS-DOS mode).
OR, you can use RSXWIN to have a windowed text application running in win
3.1.  On that latter point check the RSXWIN help file.
Please note that in the case of win 3.1 you can NOT use RSXIDE.
