That's because 'setup.cc' is a C++ program.  To compile it, you need to
install the C++ packages (v2gnu/gpp2721b.zip and v2gnu/lgp271b.zip).  If
you don't want to go to the trouble of downloading these just to build
Allegro, you can comment the lines that compile setup.exe out of the
Allegro makefile.
