Please read Allegro faq. Your problem is described in this document.
setup.cc is a C++ program (extension .cc means that). If you want to
compile it, install gpp2721b.zip and libg272b.zip (i.e. C++ compiler and
librares) in your DJGPP directory.

Please check the documentation in general, and FAQ particulary next time
you'll meet the problem before sending questions.
