I uploaded version 0.5.1 of multibyte characters library and
version 0.3 of wide characters library. Now the arcives have
different names from old packages.

CHANGES:
  o fixed some bugs.
  o reduced mapping table size.
  o added wide trans functions.
  o changed japanese locale name.
