IMHO it should contain the minimum required to compile C programs. Leave the docs out initially. If you can squeeze the minimum on less than two floppies, add the docs (libc.inf at least) as far as the space left on the floppies permits. C++ can be an additional floppy. If you need a pointer to the old v1.x EZ-GCC site, I can dig the URL out, so you could take a look at it.
