Why not? There are already such packages available. One of them is the real mode, real-time kernel RTX. Take a look at it (I don't remember the URL but ask Yahoo! in Computers|OperatingSystems|Real Time) and see by your self that making DOS switch tasks is possible. More, DOS even includes some support for task switching. There are int 15h hooks that allow concurrent usage of I/O and other resources (look at the Concurrent Cache program on Simtel). Besides there are several commercial packages that do task switching on top of DOS in protected mode.
