t16.bat is part of the V1 tests, not the V2 tests.

The V2 tests (djtst200.zip) are designed to be used by library
developers to debug the library and make sure that old bugs don't get
re-introduced.  We try to add a new test for each bug fixed and each
new feature.  They also serve as examples of how to use features.

However, the build system may use software that is only available on
my system.
