Well, I tried it just before I replied to your post, and it worked for 
me.  It seems that some mirrors of that site (previously SimTel, now CCT) 
are removing the old SimTel tree because of the copyright war between CCT 
and Walnut Creek (who own the copyright to the name SimTel).  That's 
another reason to use the ftp.simtel.net address as the primary one.
