There is indeed confusion on what SimTel is (blame those silly name copyright wars for this), but the number of mirrors of ftp.simtel.net is close to that of ftp.coast.net, and it gets larger every day. So there should be no problems with propagating DJGPP updates. The next release of the FAQ list (soon!) will include pointers to both ftp.simtel.net and ftp.coast.net, including all their mirror sites.
