 I'm from Argentine, here the cows are good, but ower politicians not, the time 
adjust is totally random, some years the goverment make the adjust some years 
not, etc. But ever this adjust is +- 1 hour from the correct value, then if 
some mechanism can adjust the hours of creation of the files with 1 hour of 
error is good for me (i have at least 5 hours of difference with Europe).
