You are looking at the wrong site!  /simtelnet is NOT a SimTel home 
directory, it holds the Walnut Creek repository, which is something 
entirely different (I wish they didn't use the same name).  That favorite 
mirror of yours probably has moved SimTel to somwhere else: ask the 
administrator there.
