Hey, this is part of the README:

3.) Getting a DISLIN License

    You can install and check DISLIN for 10 days. After 10 days, the
    software will not work without a license number.   The following
    licenses are available:

  a) A Campus License  

     A license for all users and all machines of an institute. The 
     price is: 2000,- DM + tax.

  b) A Workstation License  

     A multiuser license for one machine.  The price is: 750,- DM
     + tax.

  c) An IBM PC License  

     A license for an IBM PC.  The price is: 250,- DM  + tax.

     To get a license number, you have to run the program LICENSE.EXE
     in the DISLIN directory:

What do you mean by ``free''?
I do not think this is a good place for advertising.
It IS a good place for announcing DjGPP libs, commercial ones too,
but giving correct information...
