That's not quite true.  The RSKWDK2 package works pretty good for 
basic windows programming.  I've been using it under 1.12 and V2 for 
about 1.5 months.  

Its not perfect, (i.e. no debugging tools), but it's a good start.  
I've been using examples from a windows tutorial, and they have 
compiled and run without a problem .
