It was customary until now to upload binaries that large to
omnigate.clarkson.edu:/pub/msdos/djgpp/pub, which is writeable
by anonymous.  DJ's server (ftp.delorie.com:/incoming) is
another place to upload patched programs, but be sure to drop
him a note about it, because that directory is write-only, and
gets purged every couple of days; DJ will move you contribution
to another directory where everybody can download it.  If you
upload, please send message to djgpp-announce AT sun DOT soe DOT clarkson DOT edu,
announcing your upload and say a few words about the package you
put there.  The message will be reflected to the djgpp newsgroup
automagically, but there are people who only subscribe to that
mailing list, because they only want to know about announcements.
