I suggest to use dmake. It comes with full sources and with the
gnu general public license. I use it all the time. The Makefiles
in the libsrc tree of djgpp need only minor modifications to work
with dmake. (All the modifications can be built into mm.c)
dmake is availible via anonymous ftp from watmsg.uwaterloo.ca
(129.97.141.9) in pub/dmake.
