when will my patch named 'some contributions' send at
Di 31.08.1999 22:03 be checked in?

Without the patch the automatic TZ-string generation
computes a faulty TZ-string in 36 timezones out of 62
possible in NT4.

Tzparse correctly aborts because in these 5 timezones negative
minutes are generated:

[GMT+03:30] Teheran
[GMT+04:30] Kabul
[GMT+05:30] Bombay, Calcutta, Madras, News Delhi
[GMT+09:30] Adelaide
[GMT+09:30] Darwin

And these 31 timezones have no daylight saving time but tzsetwall
generates unnecessary and faulty transition-dates:
