Your change cause a problem only on my Win98 SE box. Bash will
hang up with a command substitution like the following example.
$ `echo`
You can get the strace log via
http://www.jaist.ac.jp/~fujieda/cygwin/bash-s.log.bz2
I'm sorry I don't track it down yet.
