I've released cygwin 1.1.8 and {mingw,w32api}-20010130-1.  I'll be
announcing this formally as soon as this shows up on mirrors.

I've bumped the version to 1.3.0 for the next release.  I just chickened
out on doing it this time, although, I guess it makes sense to give people
some advance warning about this.
