If gdb is in /usr/bin, it looks for /usr/share/gdbtcl, which works.

If gdb is in /bin, it looks for /share/gdbtcl, which doesn't work.

The only reason we made /usr/bin==/bin is for scripts with
hardcoded things like /bin/ls
