I think, the question is, who needs the default TERM setting?
Who is the typical user for this setting?
The target for this default setting is the beginner, above all the
one, who downloads cygwin stuff the first time. After installing
full.exe he has a batch file, to start it. Now, the user has a
standard setting of CYGWIN=.. notty ..

IMHO, the user should get a default TERM setting, which reflects
the standard windows console as near as possible.

The file `cygnus.bat' should contain a line `set TERM=cygwin' to
show, that a TERM setting is not unimportant.
