   The following patch is needed to get the development sources working
   properly as far as Cygwin32 is concerned.  Commentary about this
   change can be found on the main gnu-win32 list (look for ld).

   I have successfully been using it for the last week and would like to

Looks OK to me, although I agree that the pe.sc change should be
inside ${RELOCATING+}.
