I finished the first draft of winsup/doc/calls.texinfo.  It now lists
all ANSI C and POSIX.1/96 calls.  Some calls provided by Cygwin32 are
still missing, however this is a good start.  This will be included
with beta 19 docs.

I did commit Sergey's winsock-on-the-fly patch since it speeds cygwin
process execution time by about 20%.  A configure of comp-tools with
this patch took 13.5 min.  It will make b19.
